Where did you see this? Steamrep is a third-party website, they aren't related to Steam at all.
The trading policy says not to use a middleman. Just trade directly with the person you want to exchange items with. All trades are final, Valve doesn't return scammed items. Also you aren't allowed to name scammers here, all you can do is report him from his profile so he gets trade banned.

But Steam tells you NOT to trade outside of the trading window.
How can we tell if he scammed you, and not the other way around? Maybe you scammed him?
Go on their website and create a forum topic there.

And is not affiliated with Valve in any way.
Nobody here can tell who scammed who, so all you currently do is name & shame. Start a topic on steamrep.com,... with evidence.
Edit: maybe check your past trades, you most likely traded with an impersonator, not the real person.
Nevertheless, do it on steamrep.com, not here. What if i just say you scammed me? Hope you see where this is going...

Steam warms is time and time again about scams and third part websites and people still complain when theu ignorie that advice.
A definition of insanity is doing the same thing over and over again and expecting different results.
As you can see it wasn't the real user, but some (rather bad) impersonator.
