Most likely, yeah. Only SH4 is available on GOG too, so SH3 is possibly stuck in some legal limbo.
Konami are likely just playing over-protective.
The Silent Hill franchise is sadly under-represented on PC. Silent Hill, being PS1 exclusive is the biggest problem as the source code was lost ages go. So that ain't turning up ANYWHERE outside of PS anytime soon.
PS2 and 3 are the big ones that are the two other most popular ones. They've been released as "remasters" which obviously didn't go down too well thanks to being a bit ♥♥♥♥ and based on incorrect source code.
They likely would turn out 3 in future but only likely if they're doing something with 2.
If I had to guess, with the remake of 2 being on the go, they're likely withholding 3 to see what happens with that when it comes out. If it does well, they may copy Capcom again and remake 3 too.
So I wouldn't imagine anything is going to happen anytime soon, knowing Konami.
