Dont know if thats what you have, but I know their bottom tier offerings arent actually wheels as far as functionality.

I'm not familiar exactly with your one but it seems to be the type.
What this usually means is that the internals to these controllers are not markedly different to a regular Xbox controller. They lack full range of steering input, they lack more customization of buttons and controls. So they largely have the same buttons as the Xbox controller, so they come up as that in software.
If you've done as another user suggested above, and disabled Steam input there's nothing more you can do, as the software is simply seeing what it expects. Nothing can change that.
You can either put up with it or get a better controller, I'm afraid.
