Purchase something worth 5$ from Steam store using external payment method or add 5$ worth of money to your wallet using external payment method or physical gift card. Digital gift cards from other accounts do not count. This is explained in the above link.

Nope. It has to be from an out-side payment method.
It is a way to make it harder for bad actors to utilize Steam for malicious purposes.
While there are restrictions for a limited account, they only really matter if they are interfering with what you want to do on Steam. Those who simply want to play games, aren't really effected.
Seeing your account has nothing, this suggest your free user, only way to become unlimited user is doing one of the following.
A) Load your Steam wallet $5 USD minimum equivalent value using OUTSIDE payment like bank card, or such.
B) Buying a game, dlc, software, or in-game store microtransactions again using OUTSIDE payment like bank card, or such.
Please note RECEIVING gifted funds, games, or etc DOES NOT count towards the $5 USD requirement. If you're still confuse post in the forum, and someone will explain it.
