I would leave a link to the profile but i think that's against steams rules .
Of course once they're in all bets are off.
Why would they call for 2 seconds then send a link ? The link would be a phishing attempt but the 2 second call that i didn't answer is really strange and it makes me think they tried to pull my IP.
An IP only gives a general location, not your exact address. Most someone can get from an IP is the city you live in and that can even be false at times, depending on how they route the IP address.

Yes, even with legal, free and open source software. There is one simple term for it, I wont explain further.. even if it is "legal and free software".
Dont worry though, your router doesnt have a "static" IP in general cases. Just restart your router and you get a new and different "dynamic external" IP.
Your router should also automatically get a new IP within a few days or even hours, set by your ISP and your router settings. A router also does have an integrated firewall as you sit behind many regular firewalls, without your knowledge. In regular even your internal IP is dynamic which should change after each PC/device restart and/or re-login to your W/LAN.
A "dynamic and external" IP is pretty much useless to attackers.. and remove that "friend" from your list, which is trying to scare you..
Now just to point out there are scammers online that try trick people to login to phishing sites, such as free stuff, vote for my team, let trade, you have pending ban, or I reported you, all kinds of bait to try trick you into giving them login info, items, or money. So be aware what you do online such as downloading things from others, or clicking on things, or typing into.
