This is completely irrelevant as well usual steam threads. Nothing new. Instead of mentioning & fighting the problem we say: If you don't like it "gtfo".
Again, this isn't how things work exactly.
Region hopping is not fraud, and not a criminal act on the face of it. It IS however, a breach of the contract.
So, stop worrying about people doing this unless you have clear evidence and you are free to report them.
Valve can see the evidence and will take action.
They've always had that stipulation about attempting to use VPNs to bypass regional restrictions. The thing is, using a VPN doesn't do that since that isn't how they confirm your account's region.
How it actually works is they have the means to check and detect how you're purchasing games. When you purchase games the terms state you must have a payment method registered in the SAME country as where you reside.
So Valve can easily check your account to see your IP you're mostly at, where your card is registered (or where you're making payments from) and where you live.
If there's problems, you will be actioned.
Nothing to do with an updated terms of service.
Speaking of actual experience. Not words.
It was an email telling the users their accounts were changed back and the ToS was included in the email because Valve has to tell the users why this change on their account was made.
Standard emails for account changes a company makes on the users behalf.
