It wasn't Valve's hardware.
They were not stealing. Valve ignores any PayPal requests, so they default in favor for the buyer.
So Valve could have prevented it by following apt procedure. Pretty much all they need to provide is proof of the user having downloaded the item or having playtime, which voids the legally required right to return in most countries.
Just as a matter of perspective. It's neither fraud nor stealing. You can easily argue that Valve caused their damages by their own neglect.
He didnt follow the process. Its not on Valve, its on the OP. He did not try the manual review. He got denied on the automatic and ran to Paypal.
No, that isnt on Valve in any way. That is entitlement and ignorance leading to a predictable outcome.
Businesses are always going to choose the easiest path whenever possible.
Chargeback fraud is an actual thing regardless.
And the "manual" refund process is outlined where?

Yes it is. But that is still not what happened here. Fraud is a crime. That simply didn't happen here.
Buyer thought the product was broken and rightfully asked for refund, got the refund denied for reasons they deemed non-applicable and without any way to actually talk to customer support about it. So they followed through with making a dispute/claim with their payment provider. Not their fault that they did not know that the seller doesn't give a ♥♥♥♥ about it and just locks their account.
And IIRC the "manual refund" is the option "I still have a question about this purchase", which is not exactly the most obvious way to go about it.
