Why are people given the option to turn off replies to reviews?

As much as you want to get the facts straight, it doesn't change a thing how people are going to be. Not everyone is as enthusiastic as you are on the subject to discuss further. But something like review of a product, it is how the user felt, it is their experience. You can't just change their experience they had. You're no God. That makes you hypocrite.
Or, user just blatant lazily said something without a thorough thought. Well, people say anything all the time. So yeah. If a product is good enough, then such of those reviews will be buried under all the overwhelmingly good reviews. So we good. I'd hate to see review moderation being done like Amazon is, because they will often take seller's side, and also remove legit negative reviews. It happened before.

I am one of those who do not even look at the reviews on Steam. I watch videos about that games I am looking at.

If I did read the reviews, I would not have most of the games I have now.

Sometimes people want to vent their thoughts and emotions with no consequence whatsoever. Reviews permit that to an extent.
Also, people on the internet tend to mostly disagree or argue with each other about this and that. Rarely do they come to an agreement.

Doubt the majority who leave reviews are even aware they're disabled by default.

They are disabled by default and I reckon most of them don't know that fact. I have seen many reviewers having problems with the game practically asking for solution but reply option is off.

But your issue is with the option itself. Well it makes sense. Reviews can't be abused as much since one person can only write one review and has to own the game. Whereas someone (with an agenda or being paid) can reply to every review and therefore abuse the system.

Some of the reasons people give for these "opinions" are stated as facts, and a lot of the time those facts are wrong or they have failed to understand something very basic
