It has been shown that the Steam version still does not require Steam to run and can be ran from the .exe
One could simply copy the game onto another system and run it just fine, with out Steam being installed.
SteamWorks DRM is optional. The developer/publisher decides if they wish to use that part of it or not.

If anyone remembers the witcher 3 was TERRIBLE on launch, and took well over a year to even start patching decently
by dlc 2, the game was pristine
cant say the same for cyberpunk but id still recommend it, purely now for the NON core content the MOD community has

Nothing you stated or linked to shows Steam requires DRM, only that it offers the option to and/or how to do so.
Again, it is an optional aspect of SteamWorks. It is not a requirement.

It is up to you if you wish to believe it or not, but the proof is quite overwhelming. I even just tried it with Witcher 3 and a clean laptop. Witcher 3 ran just fine and Steam has never been installed on the laptop.
I'll leave it for people to decide for themselves though, as there really is no point in arguing with someone who would rather insult others then actually have a discussion.

Also, while debatable, GOG does have at least some forms of DRM, even it is is just restricting some content unless being logged into your account.

This is like claiming GOG has DRM because you need GOG Galaxy or a browser to download the installer
CDProjekt games on Steam are DRM free

You can launch any CDPR game without steam running
You can launch any Larian game without Steam running. And Larian games all have practically every possible Steamworks feature under the sun including achievements, steam cloud, multiplayer matchmaking, etc. They all do not require steam to run.
Divinity Original Sin has
