Custom Profile Backgrounds

Is there some way (LEGAL) to make, or pre-order some sort of custom profile background? I've seen some profiles (don't think I want to list both because I don't remember their profile name, and because I would feel like a snitch or noob if this is legally possible) that have backgrounds that I've never seen before, and I've been through most, if not all possible backgrounds you can buy, earn, etc from Steam games and the Market, so is it possible? And if so, how do I make one/ order/ pre-order one?

There are a couple thousand backgrounds available, so only because you've never seen one doesn't mean it's "hacked" into the profile. There are no custom profiles and there most likely never will be. There is already enough inappropriate artwork circulating on Steam that there doesn't need to be another avenue to showcase stuff.

Well, there could be a way around it. Like you could click on (maybe) the Steam workshop, click on "Custom Backgrounds", make your own (also, since this is Steam, it would likely cost money in order to do so), and send it to a moderator or someone that works for Steam, etc, to get it approved to use on your profile; meaning they won't approve if it has gore, sexual images, etc.

You can search through all available backgrounds on http://steam.tools (A very useful 3rd party site, not in anyway affiliated with Steam or Valve)

This discussion has cycled through the forums in the past. User made and uploadable backgrounds will never be a thing. And no moderator would ever want to sit and verify thounsands of backgrounds. I believe it's fine the way it's set up now using the Market and obtaining them through crafting badges.

Enhanced steam lets you have any background on the market but only you and other enhanced steam users can see it. It's not custom but at least you have 1000s of backgrounds to pick from, for free.

I disagree this system is just more ways for people to hand over money to valve because that's all they want, I could be wrong but I feel that people should have the freedom to make their background whatever they want. I shouldn't have to pay to customize my account, that's just ♥♥♥♥♥♥♥♥.

Because users would abuse the feature just like everything else on Steam. And that would make all the backgrounds currently in the market worthless. The developers would not be happy to lose a small bit of money they generate for creating them.

In order to have a "custom background" you have to deal with a developer who has brought a game on steam first, then wait for his game's going and if Steam decides to release trading cards and badges for it, there is your chance of physically getting your background.

I'm not sure about this being legal, though. Most likely not. If you want a tip.. forget it.
