Cheating hours played in game
I just found out a guy who has 9200h played in the last 2 weeks.
Is there any chance he will get a ban for it ?

I don't thinks so. It's not against the EULA to leave a bunch of games/launchers running in the background 24/7.

Why should he be banned? Play time accounts for nothing on Steam and gets you nothing.

To do this, you must use 3rd party software which are illegal.
Plus the intention in doing this is:

Buy Games
Cheat hours played
Sell account in a place of your choice.
Repeat.

Why need 3rd party software? You can just leave launchres running and they count toward hours played.

Who cares? Launch a game, launch several games, go afk and come back. Poof, ririculous amount of hours. Life is short, who cares how many hours you have on a game?

Hard to prove that 3rd party software has been used and not that 28 games has been run parallel at the same time, selling the account is on the other hand against the EULA and may lead to banning.

Because the meaningless hours played statistic drives up the value of an account... somehow?

If you have conclusive, non-circumstantial evidence that this person is in fact selling their account, report it. Else, forget about it, it doesn't matter.

Selling accounts is already against the Eula. Are you perhaps one of those who buy accounts?

Generally the purpose is to get the cards to drop from the game without having to play each one by one.

Having 7000 hours in CS:GO isn't going to make it any better than account having 100 hours in the game.
