Try downloading, it will install again and then look for the tool, install that, log out and log back in.
Catching up on old posts here, but if you see this, get this one instead of Steam's:

There is another version without Soft Clouds, but the former gives me a more complete experience. It is fully compatible with FSX Steam.
Hi msgtmac, we are sorry to hear that things sound like they are a bit of a mess for you. We are not sure if you have bought REX 4 from Steam or from the Rex team directly. Here is some advice that might help you out.
Firstly, if you are using REX 4 purchased directly from the Rex Team please contact them directly for support. You can do this by following this link:
http://www.realenvironmentxtreme.com/forums/
If you are using the Steam version the first thing you will want to do is uninstall it, and any other updates you have download from other websites. You do not want to be running two different installs of Rex at the same time. Everything you need to run the Steam version is on Steam. There is no need to download anything else from another website.
Now you will need download REX 4 from your Steam library. After it has download you will need to download the config Tool. To do this navigate to the Tools section within Steam. This can be found in the drop down field when hovering over Library. See the screenshot below as a visual aid - https://fsxinsider.com/wp-content/uploads/2015/09/Orbx-Config-300x202.png
Look for the Rex Tool and install it. Once that has done you can launch it by navigating to the Tools library once again, and double clicking on the Rex Tool. That is it. You can then customise your REX setup before launching FSX: SE.
If you need some more help you can reach us through our support website which is found here - http://dovetailgames.kayako.com/ Just create a new ticket and a member of our team will get back to as soon as they can.
We are unable to help with your Steam account. We have no control over the Steam system so you will need to contact Valve directly about this. You can do that by going through their support system found here -
https://help.steampowered.com/en/
We hope that helps,
- Martin
