Try TF2, this game is free too, so you can actually get free card drops just by playing the game! Plus the cards are cheap, but if i am not mistaken, there are alot of cards to collect.

Wrong, premium users got one drop set but thats it

Unless you spend certain amount of money on MannCo Store you aint getting any card drops.

Generally card drops in F2P games are all tied to buy any microtransactions in it.

Very often the Badges from very Popular Games are cheap to get. But wait some months after the release, then they get cheaper. Very Cheap is CS:Go, Portal, Total War Games, maybe Half life, killing floor and a lot more ^^

If you don't really care what badge it is try http://steam.tools/cards/

Sort by price and it should give you a list of games with the cheapest set.
[m] takes you to the Steam market with each card listed
[E] takes you to a website Steam Card Exchange where all details are listed (what the badge looks like, what backgrounds/emoticons you can get etc...

But sometimes prices change so if you absolutely want the cheapest badges make sure to check the market place for several cheap sets and not just max out the first result you see because you thought that was the cheapest.

All except CSGO are really not that cheap albeit they look pretty cool.
Edit: Empire (Not Napoleon) TW level 2 badge looks really cool as well as Portal 2s badge.

One word of caution here.

Cheapest isn't always the most prudent way of getting a set. Let me explain.

If you typically wanted the absolute cheapest cards you'd go for the ♥♥♥♥♥♥ "non games" that asset flippers bung onto the store for pennies. But it's a flawed economy on your part. You're getting some cards cheap, sure. But unless you are lucky and can get the whole set in one go, you will likely not find enough of a pool of people for the rest, as those games are unpopular. Ergo nobody plays them to earn cards in the first place.

So you are probably best off doing as I always advise - keeping an eye on what games end up on Humble Bundle, Fantical or even places like Indie Gala. You might not wish to buy the games, but seeing what they are offering for pennies will show you that MANY people will be buying those games and will be generating cards to sell, so they should be farily cheap and pletiful for you.

this logic makes no sense. Steam already allows you to buy full sets in a single menu. All OP has to do is set their buy prices to whatever they deem is appropriate as the cheapest. Even if the cards at the lowest price were to deplete, odds are that they're only a single cent difference. The more expensive set however would be several cents more expensive. I have enough experience to know this was never a problem.

Then let me explain it again.

♥♥♥♥ "non games" turned out by asset flippers and the like typically get one or two sales - mere single units of sales (or giveaways). Sometimes they'll end up giving away loads of keys, but again, they still don't get played.

You need to PLAY the game to get the cards in order to sell them. So you're looking at a pool of maybe a handful of cards at any given time. So it is entirely plausible for there not to be an entire set able to be bought (or at least the ones you need) meaning that you're stuck with what you HAVE spent thuis far until luck smiles upon you and someone might play the game in future, which is rare.

Compare that to games like Humble Bundle games - better games that are typically bought by TONS of users on Steam. Millions in fact. Granted again many of them won't get played, but that still a HUGE factor greater than a mere handful.

That's the point.

And I've seen it first hand. I've seen many a person trying to complete a set from a crappy non game hunting round trying to find anyone else that not only has the game in question but to get them to play it on the off chance they can get a card.
