Steam owned games medals bugged

Hi there, I'm experiencing this issue since more than 2 weeks already and I'm wondering if others do as well.
My owned games medal stopped updating at some point and it was stuck at 10+ games although I had 24 full games in my library already.
Then I bought some new games during the sale and now I have 39 full games.
The medal went from 10+ games to 25+ games only. It didn't show 15+ games nor 20+ games and it didn't go up to 30+ and then 35+ as it should have.
On top of that, I though every time a medal updated you got 100 exp points, which means my Steam Level should have gotten up, but it didn't.
I've contacted Steam twice already but they either reply in a different language from my own, ignore me or pretend there's no issue at all.

-I would like to make clear that I'm not counting DLCs, free-to-play games, betas nor external games I've added to my library towards the total amount.
-I would also like to add that this issue was problably caused by me using an external HD as additional Steam Library folder, since my laptop's HD is almost full and that trying to reinstall a few games to my main Library didn't solve the issue.

Has somebody else experienced this issue?
If so, were you able to solve it or did Steam solve it for you?

There are different tiers for the image: 1, 5, 10, 25, 50, 100, 250, 500, 1000, 2000 ...
The XPgranted by the badge is determined by the total number of games, diminishing. It starts with around 6 XP per game and goes down to 1 XP in later levels.

The later could have been easily discovered by looking at the badge ...

Only 1 game = 100xp badge
2-4 games = 100xp + 6xp per game
5-9 games = 100xp + 5xp per game
10-24 games = 150xp + 3.33 per games above the 10°
25-49 games = 200xp + 2xp per game above the 25°
50-99 games = 250xp + 1.5xp per game above the 50°
100-249 games = 325xp + 1.1667xp per game above the 100°
For all 250 or more badges = 250+1xp per games
From 1k on it's only every 1000 games that you get a new badge

So no bug here, it's all okay


I wonder why it said I was receiving Summer Sale cards by viewing my suggested games and that I would find them in my inventory (which I didn't) when a level 5 was required in order to obtain them (I'm still level 4) but, oh well.
