Basically until you get to more than a certain number of votes it is difficult to see whether the negative votes are an anomaly or not.
So it works something like:
<20 votes no rating
<100 votes 1 star (all negative), 3 star (some of each), 5 star (all positive)
<500 votes all 5 options open up but 5 star still requires much more than 80 percent positive.
Eventually at some number of votes it goes to exactly the 20 percent per star you would expect.
When my mod had 27+ and 1- it had 3 stars
When it had 28+ and 1- = 4 stars
Now it has 177+ and 8- = 4 stars (still, 96% are not equivalent to 4 stars)
And I never saw an addon with 5 stars and less than 200 total ratings
Regardless I'm grateful for everyone that has rated and enjoyed my mod, even if Steam doesn't reflect it.
This is probably true, but when the rating becomes fair after 200 votes, why do the stars show up earlier? A mediocre 3 stars rating can discourage people to subscribe you. And aftter spending countless hours in creating a map or an addon this is just rediculous.
