How long time goes until a game cant be revoked
So i've about to buy a steam account with GTA V on it but I want to be sure it's no scam so I was wondering how long time has to pass until a game on steam cant be revoked and removed from the library

Accounts aren't allowed to be transferred between owners and any accounts caught for it is terminated. Even if it isn't a scam (which it probably is), it isn't worth the risk.

I've seen people have reclaim accounts that they lost 10 years ago. There's no safe time. As for the game itself, think companies allow up to 3 months to do a chargeback, so that would make it 3+ months the game could disappear.

The summer sale starts this week, just buy it on Steam.

How are these accounts reclaimed?
btw the game has 50 hours on record

By contacting support and proving ownership. Given that the guy selling it has the payment details with which GTAV was bought, and you don't, support would reset the e-mail and password and give the account back to the guy who sold it. Since your only defense is 'I bought it from him', the "best" case scenario is the account getting locked and neither of you getting it.

So your verdict would be that I dont accept

Worst case scenario: you add your phone number and e-mail to the new account, it all blows up and both your current and the GTA account are locked down for breaking the SSA. Is it worth losing the accounts you have to save a few bucks?

Buying accounts for ANY service is something you shouldnt think of

For one its against Tos
Secondly you may be burned quickly for trying to save money

You already got your answer yesterday, didn't you.

Here is a Golden Rule for life:
If it seems to good to be true, it is.

Instead of trying to find out if something is safe - which you already seem to doubt - just assume it isn't. The risk is not worth it. As people told you already, if you have been found guilty of account transfer not only the offending account, but every single one of yours can be closed down. The fact that you basically advertise it on the public forums makes it even more likely to find out.
You want GTA V? Wait for the Summer Sale in a few days and hope it will get to a price you're comfortable buying it for. Or try to find a LEGIT key-seller that offers it even cheaper: https://isthereanydeal.com/#/page:game/info?plain=grandtheftautov

To actually go back to the original question, you can reverse credit card purchases up to and over 6 months.

Although you can reclaim a steam account up to .... forever!
