Can't post comments to public groups !

It's an important problem for me. I can't write comments to public groups and but i can add comments to private groups. Why its happening ? My profile is Level 0 and I just have free games like tf2.

That may be why, can be that for protecting the users the accounts that are restricted (like your account) are not able to post on public groups

And that is to block a user from making a spam bot and then just spamming in public groups
Even that to be honest i did not know they do that.. so i may be wrong and it may be something else
But these is my guess
(if that is true getting 1 game of any price will make your account not restricted, i also think that adding funds and buying a in-game items for a F2P will work but i am again unsure never did it my self)

Correct, but your account is limited user hat May locked to gain up your level 0.
Unlimited user that yore not limited user hat you must have spend $5.
