Actually, you weren't answering the question.

Yes, PES 2015 is announced for November 13.
But when it will be available on Steam is not said. (...At least I did not anything. Sorry, if I am mistaken.)

Hope it will be available to pre-order. The last one was available on Steam some months after the release here.
