Report a translation problem
At least none of the people that I reported were ever punished. And those certainly violated the ToS (for example one was talking about him pirating a game in one of it's announcements).
Support gets to reports as soon as they can, but only they know how they prioritize them.
I'm 100% sure it does, I recieve thankyou emails regularly.
Here is one of the latest.
Good for you. I reported plenty of stuff that was either straight out spam or violating the Steam ToS. I never got a notice or saw any results.
So from my PoV the support is useless and doesn't do anything.
It's not happening instantly, you report and move on, Valve takes it when they get to it or recieve plenty of reports on the same issue.
What's the delay then? 5 years?
I've seen as short as a week, so no it is not years.
The question was, do reports do anything, and the answer is, yes they do.
Which still leaves me with the impression they are not doing anything about those reports. Well, maybe some of the really old content which I lost track off was deleted without any notice. But quite recent things (~4 weeks ago) such as the one guy admitting piracy...well, nothing's happened there.
Forum reports and content reports are two different things, the reports made on postings in the forum is handled by moderators, and you will not get any notice, content/profile reports is handled by Valve employees, there you get a "thankyou email" when they have looke at the problem.
They were profile/guide/content reports.
I'll have to quote:

Well, I've brought my point across. In the end it doesn't matter to me anyway. I am just randomly using the Steam Community to kill some time. The only thing I need Steam for are games. If it were something like Facebook, I wouldn't use it.
