No. The rights provided to a consumer are much different than what is required in order for you to use someone else's content in a product you're selling.
The stuff on YouTube is more for Live Stream and stuff from my understanding there

Btw, you can download his music for free on Bandcamp, there's no need to extract audio from YouTube.
