Once in a while I backup that folder.
If you've deleted such things you only have one choice - redownload it.
Maybe for the future consider if you want an answer to a question try to go to as close to the horses mouth as possible. So not Youtube but on here.
Rightclick empty user dater folder area properties>show previous version.
Hopefully you'll see s couple pick one that wa closest to delete and copy it out asap you have a few days to do this as windows keeps a backup of previous versions for a couple days.
The 2 folders to never delete is User Data and Steam apps,
do the same in SteamApps.
Losing the ACF files in steamapps / common are required for Steam to show games installed. Remove them games appear as uninstalled.
