The fact is the people who MAKE the game are selling them. That's how IP works.
I agree somewhat it has gotten worse quality wise, but it's rather to be expected. They've grown and so has the demand. It was inevitable it's going to be diminshing returns because you can't sustain this to this level. Simply because devs across the board don't do it.
Also, do note the reason why they stopped the adjestment to stop Humble Bundle getting a cut was that it was crippling their business if they continued. They have fees to pay (especially for small items in payment) and they need to cover that somewhat.
Although there are issues these I don't think are them exactly.
I also bought Shadow Warrior 2 deluxe from them like a month+ ago and was told after that they ran out of keys but would get one soon. I still haven't received one and they will still sell you one and take your money, only difference is now it has the out of keys on the store page.
Their monthly / choice bundles have literally had games in them that they themselves have already bundled prior.
EDIT:
Oops.
You sure there's no terms that have a limit by discretion on gifting games because in the past when people abused this they did make changes to that, so I doubt there's no such thing.
And yes, key issues sometimes happen.
I bought abundle last week and 9 games were missing. They sorted it within a few days. But sometimes if keys aren't available that's just how it goes. And sure, they can still be on sale. They're not the only site that has done this - Steam themselves have done it many times before.
These aren't really that much critique, though you might want to follow up on that missing key.
As for the games being in repeat so what? That happens elsewhere too.
Quite common for XBL to offer games that have previously been given away on Games with Gold on Game Pass. That's no bad thing, especailylas some people asked for this sort of thing as some can miss deals.
The prices for the bundles on Humble Bundle vary from bundle to bundle. Some have different tiers where if you pay more money you get more games.
You can also buy games one at a time from the Humble Store. This is probably the cheapest option; you can wishlist things and then wait for them to go on sale.
They also have a monthly subscription, which gets you new games every month, but that's somewhat more expensive so I'm guessing you can't afford that either.
When they started out, it was a handful of games and they only did these bundles from time to time.
SO OF COURSE you're going to get repeats like this, and again, some people WANT THAT.
As I've said many times when you're like me and been around since the beginning of gaming and do not seel your stuff at all, you quickly start amassing stuff, especailly when you go to work.
It doesn't take too long before you start taking a list out shopping because you can't remember.
THen the inevitable happens - you buy something you wanted, get home and find you already have it and forgot.
