It's an Early Access game with mixed reviews...
Why are you buying mediocre games that are being transparent about being still under development? Kinda seems like you're not managing your expectations very well for starters, and seem to want to make Valve responsible for that.
I went through the support system to request a return on the game, yes. If there's another method I'm unaware.
Other than Steam offering unsupported games on their platform.
Friends wanted to play it. It was terrible - which I understand terrible games happen, but Steam shouldn't be representing unsupported games.
From my POV Steam is even providing a courtesy which allows us players to actually refund this stuff whtin the given timespan despite the platsered warning.
Steam is here to sell games, not to cater to its customers (even though they do that at times).

I did petition the bug with Atlas' ticket system. No reply in nearly a week.
Research before you buy, the review score is not great - that's usually a good indicator to get informed before you buy just because your friends want to play.
Also don't ignore Early Access warnings.
Go to the support page - click on purchases - click on the game - click on 'I have a question about this purchase' - explain what happened politely and ask for a refund.
