I don't recall Steam announcing any testing features, if this is what it is, in 18 years being on here.

I wonder if Steam Aka Valve ever announced anything before releasing it the best example would be (Csgo & dota majors or updates)

Since special profiles come with themes that seemingly use (limited) custom CSS, it's likely an upcoming feature, along with the glowing text.

It could look better in different colours, but I feel like it's gone too far. Still, very interested to see what the blue variant would look like.

Weird. Apparently it also applies to the "Recent Activity" cell on your profile. I wonder if that's because every single profile has one by default. Perhaps this will extend to all cells, even the ones that we get from level bonuses.

I'm sure its simply a CSS file that was changed by mistake. All we have to do is RELAX and just let the Steam devs push out a correction. There are far more important things going on in the world right now than some random pinkness on our profiles.

The glow effect is just the same text element but blurred, under the original one. Nothing special, but Steam has suffered performance issues to overused blur in the past...

It's like very time you look back at the effect you notice more and more text on the profile has begun to glow. I actually think it makes it harder to read so I really hope that they know what they are doing with this. This needs to be customizable into every nook and cranny or people are going to absolutely flip.

uBlock has an element picker and zapper. That said, this was most definitely unintentional, so even if it takes a while to be reverted, just keep in mind it's easy to get rid of on your own.
