Take note that booster pack drops are distributed to random players and higher drop rate doesn't mean that you'll automatically get a lot more drops. For me the intervals between drops can vary from 2 weeks to 2 months.
Just to add:
If the base chance is .01% and you get to 100% increase (Level 50), you now have a .02% chance at a booster pack.
So a 500% increase would only get you .06% chance for a booster.

I say this to avoid confusion as many assume you actually get 100% change for a booster to drop and not just a 100% increase of the base chance.
Keep in mind I do not know the actual base chance, the above was simply used as an example.
It goes up by fractions of a percent.
You need more games with cheap cards.

When someone makes a badge, it will create a booster pack.
So it depends on if people are making badges for the game you qualify for, how many badges, and how many others qualify.
There are many factory, hence why it is so random as to when people will even get one.
And when it really happens, its some pennies.
