HEUR stands for heuristics. So no actual threat but something that has potential to be one because it shares behaviour with known threats.

Kaspersky is quite finniky on default settings already and will explode with false positives on higher settings.
Everything on Steam is tested. Do a verify files to make sure it's still the original file in case you suspect your machine could have been infected by something else. Otherwise it's a false positive.

Patchers and launchers for example are notorious for causing issues. Because they modify files outside of their structure with content loaded from an uncertified internet source.
