as long as these don't get spammed or advertised in the forums it's fine for me.
if people got youtube links in their name i just occasionally check if the videos also contain spam / scam stuff, then i report them, but usually it's just music or gameplay videos.
trading / gamble sites are a much different thing, there i report literally everything.
the only problem is, that some trading sites seem to be rather unknown, so it takes multiple reports to get rid of them, while the most common three sites disappear very quickly.
Ah but here's the thing.
The agreement is NOT subject to your opinion. I personally couldn't care less either.
But this is Valve - it's THEIR platform. Not only it is obviously a good idea to play safe and present as safe a platform for EVERYONE, but there can also be liabilities if stuff is left up and someone falls for it.
In magazine and news media (in Britain), if you are, say an advertiser and you contact a newspaper to bung your advert in their publication and you go around scamming people, then the newpaper themselves can ALSO be liable.
So, f I were Valve, I'd want to err on the side of caution, wouldn't you? Just because you don't know of any such methods of scamming through youtube links, doesn't mean they don't exist, or won't ever exist.
Of course my personal opinion has nothing to do with the rules, was just trying to say i won't bother reporting every twitch or youtube link, even if i should.
And i already saw that some admins of a trading site are trying to be smart, writing their banned names mirrored/backwards now,... hope steam will ban that too.

Lol, they think they're being smart - I always find it amusing that they think such dumb things will get around it.
Might as well remove all custom names and avatars. Only Valve pre-approved names and avatars can be used.

If they keep up with that, we won't see much ads anymore in peoples profile names.
