Many people make the mistake of not quite realising how Steam works as it's a bit different to other services.
First off, you should NEVER run your install drive over 90% usage. Also games are downloaded both encrypted and compressed, so when you download something, you should allow up to THREE times the total file size so it can do it's work.
For example, if you have a 1TB drive and you've used 850GB then you're cool as you've used only 85% of it, and you have 50GB left to play with. However, if you then want to download a 50GB game, you likely won't have enough space as that would need up to 150GB and would take you right to the limit.
The common symptoms when you fall foul of these is STeam starts behaving weirdly. It will randomly stop downloads, or start downloading them on other drives, or sundry other weirdness.
