After that it works in offline mode just fine.
Also you need to have set your Steam to " remember login details on this PC".
If you dont have that you cant use Steam in offline mode since it cant verify that you are the account owner and there are no saved login credentials.
If you do those two things then a large majority of Steam games will run just fine in offline mode, even for extended periods of time. I used Steam offline for multiple weeks in the past without a problem.
Mind you, some games with 3rd party DRM like DENUVO will require you to go online every few days to verify ownership with their servers.
That is not true.
Even their "single-player" campaigns/career-mode are online only.
It seems like you got a game update scheduled and it wants to connect online.
Unless it's changed sometime you need to do Steam>Go offline at least once while you're connected to the internet.
