It's not unplayable. But being playable alone doesn't make a good game. And considering who was making it and what they claimed and promised, the finished product was leagues away from the hype. And then even besides that compared to its peers, Daikatana just didn't stand on its own merits when compared with its peers.
I mean the story behind it and Ion Storm is interesting and I recently read Masters of Doom and I have a new found understanding of that whole era and John Romero. Daikatana had too much troubled development and it came from a time where spending a year or two after release massaging it into a good game wasn't a thing that happened.
Still, I'd be interested in a remake. Might be interesting to see if some more modern development and technology could yield the vision Romero had.
Edit
You can always review the game or report the game from it's profile.

A lot of the reviews for this one don't count because it seems the dev revoked bundle keys, which caused a lot of negative reviews?
Next most negatively rated game that's still available on the store is Flatout 3 as linked above, followed by this:

Something I can +1 on. The remaster is horrible, better off purchasing the original

CS:GO directly followed by Dota 2 currently is the game with the most concurrent players. Free2Play is a subset of your "Rule of thumb" there. Another top scorer currently is APEX Legends
