It's not recommended, but you wont get a Vac or Game Ban unless the Developer chooses to do so, which they absolutely will for games that give you in-game items for Achievements, such as Payday 2.
achievements have little value on steam and are for show only, so it does not matter if someone cheats their achievements. game developers can ban for cheating achievements, but it is extremely rare (you can count on one hand the number of dev's that have issued bans and still have fingers left over)
Thanks for your explain Wolf Knight. So the friend of mine who used same for 9+ years should not be afried for anything about hes account or games, that happen for so many years ago?

Ah thanks Mr. Gentlebot for a great explain. He used it on Killing floor 1 and TF2 in 2009 or 2010 hes saying.
Ah by the way just wanna understande it right. If someone use SAM on payday 2 (as you saying) you will get a ''Game ban'' so you can't play payday2 anymore but the rest of the games you have on your steam you can play?

Basically, they cannot be legitimately banned for use of SAM.
The crux of the law goes like this in regards bans. They ONLY hold up if your cheating or actions affect OTHERS playing the game. As that is not possible with SAM, they can't do it. They cannot remove access to your legitiamtely purchased product.
Note that even with gane bans through cheating, they're only cutting off the online bit (assuming it's not JUST Online only). This is precisely why some have tried to ban through SAM usage and failed - like with Payday 2. I suspect the legal cases were slapped upon them quickly.
You will come across some people who whine and say things like "but IT DOES affect me".
I can easily demonstrate it does not with this basic challenge. I've used SAM on one game, Killing Floor for a total of three achievements. If anyone can demonstrate which ones they are then the point about being affected stands. If they cannot, then they CANNOT claim that they are affected. See?
The REAL question you should be asking is not "how are these people not banned?" but "doesn't the usage of this spoil things for yourself?" And the answer is yes, if you use it too much.
It's all about self-restraint.
Achievments people can take or leave, but it's fair to say that at best they're just self motivators, and sometimes give you other ways to play the game for more fun (looking at Half Life2 for this). NOBODY else cares about your achievements.
So the only person you're hurting by unlocking them with SAM is yourself. So do as I do, I use it on any game where I've gone for the achievement but it didn't pop.
And for that reason it becomes not a hindrance but a helpful littel tool if used correctly.

It's kind of in the middle if you want to be strictly pedantic. It COULD be construed as against their terms of service in the same way that many of the disabled accessiblity mods that I use are.
But you won't get banned for it no, because you would have great legal recourse to stamp all over them.
So by all means, use it, but as I say, be honest with yourself. I've seen many a user just unlock achievements willy nilly then regret it afterwards, and even though you can reset the achievements through SAM, you ofnte can't re-earn them, as it involves variables you can't access.
For example, if I play a game and one achievement is "kill 100 enemies of a certain type". If I unlock that through SAM, and then sometime after regret it, I could"unachieve" it through SAM, but it won't reset the in game counter that counts those enemies killed.
So yeah, absolutely use it sparingly. I suggest as I do - use it for fixing bugs.
The game devs may care as they have the backend info on all their game stats and who achieved what and when. So, just be careful as there is no telling what game devs will do if they find out.
Because achievements don't actually do anything these days. Some time back specific games would give game bans due to content being tied to achievements but that stopped being a thing. The only one effected by it is him for likely never getting to see the game content that would unlock a specific achievement.
