What did Steam support say?
First you say you're blocked from the steam store, then you say it's the community forums.
There are some things that could affect your ability to reach a site, if it requires a VPN to get here that should be a huge giveaway as to the issue existing on your end.
Are you running a firewall or does someone have control of it over you?
Have you attempted any troubleshooting? If so what? Does this happen with multiple browsers? Does this happen on another machine or smart phone in your network?
Details help resolve things or find ways to resolve them.
Nothing you cant even message in twitter to them whats the point of them being in social media.

Why jump to such inane conclusions as to "Valve blocked me"?
I didnt jump to any conclusions I cant get to steam help because the whole domain is blocked my ISP even stated that everything else works on my network STEAM is the only thing that is broken so kind of obvious flushing DNS didn't do anything going on a VPN allows me to login with errors as well. So it is an IP block. the google redit post did nothing there isnt even a resolution 16 hrs later still getting permission denied if it was my ISP it would have been an issue 6 months ago so thanks for the non help and harrasment bud.
It also happens on a mobile network so yeah ive done troubleshooting why im coming here nice help thanks for the condescending comments you assume I am dumb
I appreciate your post but why would they say this it was working for 4 months. Just because there is a reddit post understand the error read how it sounds if it was my ISP i wouldnt be browsing anywhere plus they even showed me their IP tables. The fact I cant get support is another issue sent an email to their support they tell me to goto the page that is blocked.

Government block for Canada look at the posts one person had it fixed via ISP is there a solution no didnt say what they did what ports ect ect. I know networking and this is a Steam issue flushing dns didnt work even went to a friends account on a totally different network same issue. He is even having the issue so this issue is unresolved telling me to google and the comments above

Serisouly inane conclusions really?? I have 20 years in IT I came here to get help and told to google stuff I come to forums after I have exhausted everything so what next any solution you probably dont have one now right? So cant contact Steam to deal with it because all the options give no support options they blame your ISP in every solution which Ive done and non worked. So thanks and wont be asking for help here again sorry for asking for help if I UPSET and feel like im some ♥♥♥♥♥♥♥ moron

DID you google it?
Then you would have seen that it's usually a client side problem.
Flush your DNS cache, your browser cahce, and delete your cookies. That will solve it 99 % of times. The other 1 % will solve itself within 24 hours, usually when caching expires in case it's ISP side.
A 403 also doesn't point to the server but to something on your site. These codes are generated by the applications and are determined by whoever wrote it. A 403 can be anything from trying to access non-public directories, having wrong login information or an invalid session token. Hell, it might even be a badly assigned internal error.
You think it's an IP block? So why does a VPN still produce errors? Unless Steam for some reason blocked the entirety of Canada.
