Some of OPs coupons are pretty decent for game collectors really. I would grab some right here if I didn't have the related games already
They are worth exactly $0.001. No real world value just like physical coupons.
Real World Coupons have the very same mechanic as these digital ones...
They grant a discount on something you can buy but unless you do so they are nothing but a piece of paper... you know... like the stuff you wipe your butt with.
Most real world coupons also have an expiration date so actually digital ones are better than physical ones because after expiration they are rendered trash and nothing else while digital ones simply disappear.
If I get my hands on a coupon for taking a crossbike trip in Croatia I wont ever hand it in because neither am I interested in traveling to Croatia since I prefere colder regions nor do I like driving crossbikes. However if I get my hands on a 90%-Off Coupon for a game I do not have already damn you can't even blink until I hand it in.
Same goes vice versa. Someone that is not interested at all into stockpiling games will never ever touch Steam Coupons at all. However a nice little off-road trip though Croatia might be well of interest.
TL;DR
They are worthless... based on personal preferences.

No company does this.
