I am deaf, what better online game for deaf people?

PUBG, Euro Truck Simulator is not good for deaf people?

audio in video games is usually just noise and very poorly done
i would say games like diablo 3, or an MMO like FFXIV
i would not recommend siege as it does hinder you , and the game doesn't handle UI / visual cues properly, so you will be at a disadvantage
possibly try overwatch, or paladins instead
or even COD MW

Something like PUBG/R6/fps games/others along those lines require audio to stand a remote chance against other plays due to sound cues giving away position/action.

If you're asking for games what best for deaf people, then basically any online competitive FPS games are not great for deaf people if have no good indication how to detect your opponents, without relying on some kind of in-game character skill/abilities.

Games like WoW, Sonic, Yakuza, Darkest Dungeon, Starbound, etc, are all fine because they don't rely on sound only, they all have on screen indications to give you notice what going on.

There's also Diablo games and Dungeon Siege games, Dungeon Siege 3 is even co-op on Steam. There's multiple online games that are even free, but they're RPGs...
Those are all fine, as long there good on screen indications in the games that played such as seeing what coming, signs, and etc, and does not requires needing to use sound to have good experience playing the game. May it be first person, third person, over top view, or etc they're fine, it's mainly those games like CSGO, CoD, or etc that heavily rely on sound can be a problem, due to the fact needing to hear movements to inform yourself, which is not possible if deaf really, so need some kind of on screen indication before seeing them.

So taking the advice (no online competitive FPS games, as well as games that have good on screen prompts) and applying that to your original list:

1) Ark. Not great, but not terrible. You'll be able to have some fun, and get a reasonable amount through the game but you would need to have a lot of tame dinos specifically so you can see them running at hostile dinos before you would be able to see them as you wouldn't be able to hear them moving or roaring. You'd want to stick to singleplayer or PvE.

2) Civilisation 5/6. I'd say these would be very accessible, like most strategy games there are a lot of visual prompts as well as audio ones (usually little icons that when you click explain and allow you to jump to some issue).

3) Heart of Iron 4. I'm not massively familiar with this one specifically but Paradoxes other games Crusader Kings 2/3 and Stellaris all have visual prompts relating to issues (war declarations, combat results, issues you need to resolve, etc) and I would expect HOI4 to be similar in that regard. So I would assume it'd be as accessible as Civ 5/6.

4) Rainbow 6 Siege. Without some sort of accessibility options for visual representations of sound this would not be a fun experience for someone with hearing issues and to be clear those options do not exist (and if they did everyone not just people with hearing issues would have them on).

5) Rust. I haven't played this specifically but given the nature of the game it would probably be similar to Ark but slightly worse as there are no tames that you can use to create visual indications of what would otherwise be auditory only events. If it's similar to 7 days to die however it's likely that you can be sufficiently well equipped that while you'd use more resources (healing, etc) you would likely not die even though you'll get caught by surprise more often.

6) Dead by Daylight. It'd be better than Rainbow 6 Siege because there are some visual representations of some of the key audio pieces but it would still be rough since there are other key audio pieces that don't have visual indicators (survivor heartbeats, etc) at this stage. I'd still recommend a pass though unless they implement the rumble heartbeats/terror radius they've discussed with other people that are hard of hearing.

I won't give you explicit examples, but I will point you in the right direction for nowe and the future.

Two sites. Ablegamers.com and caniplaythat.com
The first is a site that is run by guys who advise the gaming industry on accessibility in games, help disabled gamers get access to controls and therefore games they want to play and there's a small community there for other players to hook up with.

The latter is a neat site run by a partially sighted guy who reviews games from a disabled perspective. Want to know whether colour blind people can play this game? There's your answer. So that may well help you the most.

Dead by Daylight has a tremendous amount of audio cues that are integral to the game play.

I very much do not recommend it for someone who is deaf.

Ive got 2000 hrs in that one.

Final Fantasy XIV is an MMORPG that does have visual indicators for things you need to know during gameplay. You can configure it for the edges of the screen to light in different colors and other indicators so you can visually see what you can't hear.

It also has a free trial available if you want to see if it fits the bill for you.
