Confirmation bias.
Either you did have an account already or there is a glitch in Epic that displays it as free. Or there is some promotion going on.
Why not download it and check what version it is and whether limitations apply?
IAfter i using epic (last month) farm simulator whas already in my libary but had to download it but it whas free while exctually it whas free in begin of this year. So this is strange. Tihs means if i buy watchdog via steam en refund my money i will get in free on epic while watchdog was a free game in 2020.
I wouldn't hold my breath on that bit of reasoning. It's probably the least plausible scenario you can imagine.
Did you create the Epic account anew? Or did you use an existing one.
The only way it's in your Epic library is that you redeemed it back then.
You actions on Steam do in no way influence your Epic library and vice versa.

ABUSE
Refunds are designed to remove the risk from purchasing titles on Steam—not as a way to get free games. If it appears to us that you are abusing refunds, we may stop offering them to you. We do not consider it abuse to request a refund on a title that was purchased just before a sale and then immediately rebuying that title for the sale price.
