No. When a report is made, only Valve know who made it. The one reported will not know unless the make a guess at it or the user who made the report tells them so.

Reported content items are usually reviewed...Reports are usually reviewed in general. If a situation gets bad enough, the person false flagging, at most ends up, getting a ban or a suspension. At minimum, Valve won't take reports from known false flaggers. I have a particular situation where people are trying to troll me into insulting them. One of them followed me into game hub discussions for games they didn't even own. They show up occasionally, trying to point at me as if I were spreading misinformation...all to merely troll. Since my last ban for insulting them back, I have been asking them to leave me be and using my wits to make sure the community knows exactly what they are. I haven't been banned for anything they false flagged on me as a result.

Reports are reviewed by Valve. If someone is false reporting people, then they will be penalized for it in some shape or form. Either reports may become less effective, ignored completely or the user may recive a warning and continued false reports may lead to further action.

No system is flawless, but Valve tries it's best to make things balanced. We just can't always see the ways that it is done. If we could, then there would be those who run just out side of them, to avoid getting into trouble.

There is more that goes on then you think. It isn't as black and white as you make it out to be.

Allowing others to know who reported them would only lead to trouble, such as retaliation or further harassment.

Sadly that isn't the case, I had 3 screenshots removed by a false-flag attack, and only one of them restored. Support could not supply any reason why the other two were not restored, so the false-flagger very much won. This is why I have to keep my profile on private
No way to know whether you're telling the truth about "false-flag". i've never had any screenshots removed whatsoever. if you take screenshots of mature rated content, gore, sexual references, etc, then it will be removed.

And why will they be removed if these screenshots are taken from games that are on Steam. So they can sell such games on their platform but screenshots from these games are not allowed?

I once got a one day suspension on content I had posted...The screenshot was of that Switchbox triggers the easter egg in the CSGO map, Thrill. A week later it got restored.

No. The Steam store and Steam Community are treated separately and have their own rules. It's kind of like how you can buy beer from a place like a store or a gas station but you cannot consume it there. It actualy is the case. As you said, they didn't restore two of them, only the one, so there may have been something wrong with them and they were not a false flag. Support doesn't always say the why.

There are other things going on that could also cause a screenshot to get banned too, aside from reports.
