Guy scammed me in 13th of Feb 2020 still no action
Hello!

The guy scammed me for csgo items in feb 2020, I cant believe he is still not banned.
Please do something about it.

How it went : He posted message in WoW Warmane server .. Trading game coins for csgo items/ lol accounts .. We chatted. I trusted him and boom bam typical scam haha .. that rhyme :D
Yeah anyways .. Please do something about it. I know it was long time ago but still.. I dont care anymore about my items because its my mistake for trusting this soy boy but I guess other people will do my mistake too. Ban him.

If chargebacks were fraud, banks would not allow them.

Yes, they can be abused, and that abuse is indeed fraud. But employing "scare 'em straight" tactics never worked.
Chargebacks are an anti-fraud mechanism and many Steam users have knee-jerked this move to rectify a situation and ended up with their accounts permanently locked and their payment methods banned for life from the platform. Deterring users from this action is pretty essential unless it is credible.

Note

1) you have to give away your items, scammers cant make you do that
2) accounts that participate in scams are in general, users who have already been scammed and their accounts taken over. Meaning that the 'appropriate' action is to give back the scammed account to its original owner. They're not going to be banned

It's gifting. Only things that can be added into the Steam window is part of the trade as seen and the various warnings in place tell you that it's a gift. Anything outside of it isn't taken into account. All Valve see is that your account gifted items to another account and unless there is blatant evidence contained within the platform, they wont take action against alleged scammers unless it is beyond conclusive.

It's gifting. Only things that can be added into the Steam window is part of the trade as seen and the various warnings in place tell you that it's a gift. Anything outside of it isn't taken into account. All Valve see is that your account gifted items to another account and unless there is blatant evidence contained within the platform, they wont take action against alleged scammers unless it is beyond conclusive.

This is the best explanation so far. Absolutely agree with you. Valve see gifting, I see the real situation.

If you have their username for WoW/Blizzard, report them to Blizzard for selling in game items for items/currency offsite? Don't they have rules for that like most games/services?

Others pointed out why on here they're not likely to see action on Steam, doesn't mean they won't on the other service, report to Blizzard if you have any of their blizzard details.

And Valve sees more than just an account trading to another.
They see you gitting away valuable items to an unknown account. An account that might have received similar "gifts" from other users recently. Or if not this account accounts associated to the IP.
Read: they see patterns. Patterns of a scam. And they *will* act on this. That's how fraud protection works and you might have noticed people getting their account locked for falling into such patterns.

Hi! Yes I immediately reported the account but I feel like this guy scammed only me and afterwards trade those wow coins for skins with other stranger people since I see a lot of positive comments on his profile. So maybe he does one scam at a time, exactly not to get caught by the system. Silly me for trusting strangers at that period of my life :D

Yes it's a scam or a broken promise but Valve only take into account what is seen in the windows unless there is comprehensive evidence within the platform i.e chat logs of a further arrangement. Most scammers conduct their business externally (i.e Discord) where only the trade is executed on the platform and to Valve, it just appears as a gift and they can't make a determination based on that. Someone could gift an item, receive money and then report the person for theft in the hope of getting the item back and then retaining the money.

Trade Bans are very rare these days and the OP's thread is proof that Valve don't always blindly ban based on circumstances.
