Seriously? Op asked for an arcady game with deep car customization, not a racing sim
@op: You should give forza horizon 3 (Windows Store) a chance. It's open world and has car customization. Other than that you could give the latest Need For Speed a go. Both games aren't on Steam though. Unfortunately I don't think there's anything like Midnight Club on steam.

Mixed reception overall and black sheep of the Need for Speed franchise, also car vinyl designs are disabled in multiplayer matches presumably for 'performance', even if it's just a simple black racing stripe.
On the other hand, car customization is fairly artistic, prominent use of "Autosculpt" and modest assortment of spoilers, hoods, wheels, etc. Color wheel provides diverse array of individual colors. Car selection is fairly generous, but the starter career car is predefined and there are some console exclusive cars. Good selection of vinyls, though you will have to work your way up the career mode to unlock the majority of them.
Had it on disc, but the "install limit" DRM got in the way of that. Waiting for a sale...
Thank you, too. Steam is not my only option, but it IS the only platform I intensively use. Never used the Windows Store, for example :P However if I can find games on PC the platform it is on is just a secondary issue. Steam or otherwise, it should be fine. My point is merely that I want to play something on my PC since my 360 is collecting dust and Ive already sold most of its games, including MCLA and other gems.
No customization is a no-go :P

Midnight Club 3 was the first midnight club with car customization. HOWEVER it was never released for PC so you'd prolly have to use an emulator or buy it on PS2
