I think most basic racing games are easy to grasp.
I would also, look into those easier side scrolling 2D platformers, some of those 80's retro-type games, e.g. Donkey Kong, Pac-Man, Mario

Tags are user submitted so sometimes people abuse them to tag the very opposite definition of a tag so be aware of that.

i think Plants vs Zombies and Crayola Physics are too hard for a 3 year old to play. ALTHO i suppose the child may be so young as to enjoy playing even though losing might happen over and over. On the other hand... i suppose if this child can play the Lego games it might be fun to click around with Plants vs Zombies or the Crayola game.
Altho Teddy Flop Ears racing might be too advanced (but funner for you as a parent since you can play along)... other Teddy Flop Ear games may be easier like this one. Plus a few other games not mentioned yet.

Some of those puzzles int he last game might be too hard at first.. but.. you could work together with your child. And some puzzles in Pat & Mat might be a bit tricky too.
In the end there are better places to get computer games for very young kids (like 2 and 3 year olds) than on Steam. Steam doesn't really have heaps of games kids those ages will totally "get" and understand how to play.
There are Hidden Object games, where your 2 or 3 year old may be able to help with that bit, altho unfortunately many of those have a point-and-click adventure game aspect that will surely be too hard for a 2 or 3 year old. Here's a simplier Hidden Object game, but might still be too hard:

That drawing game might be fun too.
There are plenty of educational games that help young children develop memory, critical thinking skills, social skills and more...not to mention familiarity with computers, which is pretty much a life skill now. Many of these games also encourage parent participation with the child.
Anyway here is one that has not been mentioned and looks like it could fit the bill.
