Why wouldn't they?
I mean you were able to use the Origin DLCs for ME1 and 2 for the Steam versions too
Yeah but the DLC for ME 1+2 are just installers you could download from the Bioware site.
The Mass Effect 3 DLC are integrated into Origin and need Origin to run.

Mass Effect 3 on Steam isn't the vanilla version, its a Mass Effect 3 Digital Deluxe version.
And, Andromeda is the same thing, its a Andromeda Upgrade version with 2 DLC's
It started wth 4 DLC's which I bought and now the storefront shows only 2 DLC's, I think the other 2 DLC's are now incorporated into the base game, as Andromeda Upgrade version.
All Steam and non-Origin
Oh and don't forget to sign up for a EA account
...and if youre like me, I'm a console player an prefer the Xbox controller, there's a Mass Effect 3 controller mod at Nexus, it isn't a upzip then drag-an-drop and replace files, its a convoluted install with a separate controller mod loading thing
So you dont need to rebuy the DLC if you already got them on Origin, just the main game.
:-)
