Already been explained. They removed the task for voting on Greenlight, which means you no longer have enough tasks completed to have the Leader badge.
Now you have to do all of the tasks.
make one. it is free.

Maybe that was only a coincidence... i dunno! or maybe somehow looking at your own badges "triggers" the system to re-calculate your eligibility for the badge? i dunno.
If that's the case maybe those people (who haven't been downgraded) just haven't looked at their badge page recently.
But! Again, it's totally possible it was only a coincidence that i wasn't downgraded .. (by looking at my profile) but soon as i looked at my badge page progress, boom! My profile page showed the downgraded Community badge.

i ended up creating a youtube account just to finish that badge again, i didn't care so much about being downgraded. i care that an uncompleted Community badge seems to get "STUCK" at first-place in your "4 more recently crafted" badges area.. 'til you complete it. So even if you make 4 new badges it never gets "pushed off". Which annoys me more than the downgrade.
