Novaplay is NOT STEAM.
It is NOT a steam issue.
Contact NOVAPLAY only.
The site is dead = you're being scammed by whoever took your money, which is NOT steam.
After this failed transaction i went to there site to see this.
i am not at all directly blaming steam but my money is lost. I dnno what to do now.
The problem though is that the validity is timed: certificates have an expiration date. Once we pass that date then most modern browsers will refuse you access to it, for obvious reasons.
So your best option here is to either contact Steam support, or to wait for Novaplay to get their mess together. In the end it's Novaplay who seriously screwed up here.
Update: Their certificate expired 2-5-2020 and was issued by GoDaddy (they have a wildcard certificate for *.novaplay.in), also see here:

So.... your best option is to wait for Novaplay to fix their mess. I would most certainly complain about their incompetence (because that's what this is!). Any admin who is worth their while knows this: you know the expiration date the very moment you purchase a certificate.

Except you DIDN'T DO A TRANSACTION on steam. You did it on a 3rd party site.
That is bad advice. Steam support can not assist you with issues related to third party sites.
Steam support cannot assist you with 3rd party transactions. Anyone can have a store front and claim they are selling steam games. Your only recourse it to contact your credit card company ff the site is now fradulent
Nothing here on the forums to be solved, we're only users like you. Work with support, they're the only ones who can help you in this.
