i figured it out i just gotta wait 30 more days :steamsalty:

Thats because you hvae not purchased anything on the Steam store within the last 30 days thats why that the 30 days doesn't go down
I'm sure that having to buy something doesn’t mean your account is restricted. But loading the account with money or adding to your library would suffice in the instance of limitation to being an active user account. Trade bans usually mean you’re not obeying the rules. Mind your manners! Mind your personal questions! Most importantly fraudulent activities, weather you were to blame or not, or might have been involved will get you banned.

The market restrictions are additional to the limited account restrictions. Even a premium account loses its market "privileges" if it has not made a purchase within a year.
no purchase necessary. that's Steam policy.

to use features that arent limited, yes you "MUST" spend money.:cfacepalm:

Purchase Limitations

Your account must have a successful purchase older than 30 days, but not older than a year in order to access the Community Market. The purchase of wallet funds, games, DLCs and software meet this requirement. Retail CD key activations and gift purchases do not satisfy this requirement.

do you understand now?:cfacepalm:

:qr:
"access certain Steam features" that's all I understand. My account does not have limitations. But anything that I want to use may require some form of activity to open.

"activity to open," no. spend money, yes.

so why are telling people they dont need to spend money to access features on steam?

you do know this is something they implemented a few years back to get rid of all the spammers.

and you have spent quite a bit on steam, so you would probably have never known about this.

please dont spread lies about not having to spend money to use features of steam. it confuses the new users and they complain more after reading it on the forums.

:qr:
Look, using steam does not require a purchase. Opening an account does not require a purchase. Playing games on steam does not require a purchase through steam. Any thing I want to do other then that in Steam may require some form of Restricted access granting activity. I can level up my account. I can even trade away my stuff and even receive gifts. All under a perfectly capable account. Restricted access activities grant me a privileged right. There is no limit to what I can do with the account. The choice of words is really hard to understand for some people. It would be better said that the accounts activities are limited and restricted.

:qr:

I'm not. Steam does not require anyone to make a purchase to use it. Some features that are available as an option are. They are though, protected and strictly granted access to the necessities.
