How does steam market work?
After winter sale it got me a little bit confused. I put some winter sale cards on sale for 0.20 on market week ago. Today I checked my listings and saw that none of them are sold. The problem is same kind of cards are sold yesterday for 0.25 like around 1000 of them. How is that possible while my listings are sitting there listed for 0.20, 1000 of same kind of cards are sold for 0.25?

First come, first go. You and hundreds (if not millions) have put those cards on the market, as such the system which picks the sellers will prioritize those who have waited the longest.
Wait, that doesn't sound right. So if I want to buy a card, and OP has listed it for 20c, but someone else listed it for 25c, I'd be forced to buy it at the higher price just because that other person listed it first?

Nope. But buy & sell orders get matched so if someone wants to spend 25 cents, it doesn't matter that you're selling lower.
Why would you want to spend more than you have to?

No idea. When I buy something, I issue a buy order equivalent to the lowest price available but others may use buy orders as actual buy orders.
