The only other additional DLC is the Necromancer , a new class to play but its not essential.
but then why is there a Battle Chest that sells both games?
Because Battlechests were Blizzard's thing before DLC was a thing.
Basically while other places do GOTY Editions Blizzard does BattleCHests.
Reaper of Souls is an expantion. By all accounts, it is basicaly a large DLC that requires the base game of Diablo 3 to play.
Expantions existed before the term DLC ever did.
