Can someone gift a GTA V to another person living in the region where GTA V is banned.

I have GTA V since 2-3 years and suddenly my friend decided that he wants to buy gta v. so, he creates a steam account and everything but he couldn't see GTA V on steam when i tried searching for it I couldn't see it either it was strange since I already had a GTA V in my library. so, we googled it and found out that GTA V is banned in our region(it wasn't before). All I want to know is if a steam user from different region can gift him gta v or not will he be able to run it?

No you can't get another user from outside your region to gift a copy to get around regional restrictions and trying to will only cause trouble as it would mean violating the SSA.

For most games you would be told you may be able to buy a key that might work for your friend but those can be region blocked too and GTA V keys don't tend to be Steam keys anyway.

If the game is blacklisted in your region and in your Stream store, it's a relative done deal until your country changes the game status.
I think if you tried ...and many people did, tried to buy a game in a different region to "gift" it to another person in another region, Steam checkout will not allow it and buying an "extra copy" of the game can no longer be moved to your Steam inventory, checkout will not allow that too.

Before you change your region, there's also a temporary cool down, meaning your account will be placed on a buy "hold" for some time.

Perhaps you could buy a disc of GTA V somewhere else, say if you’re on vacation somewhere, and then bring it back home with you.
