For most games you would be told you may be able to buy a key that might work for your friend but those can be region blocked too and GTA V keys don't tend to be Steam keys anyway.
I think if you tried ...and many people did, tried to buy a game in a different region to "gift" it to another person in another region, Steam checkout will not allow it and buying an "extra copy" of the game can no longer be moved to your Steam inventory, checkout will not allow that too.
Before you change your region, there's also a temporary cool down, meaning your account will be placed on a buy "hold" for some time.
