I go to a bar, take my laptop and delete folders too. More fun with friends.
You may want to start Googling about "restoring deleted folders" software, most range from freeware to p2w. Most are useless, to helpful and some will do exactly what they are designed to do and aside from actual mechanical issues, these few utilities will restore "lost" files as best as possible.
I use several software but I think this one will help, but it costs around $70 USD on up.
You may have to use your booze money to get, it's called "Recover My Files Data Recovery Software"

I'm assuming you're on a Windows OS, anyways highlight that game, right-click it to bring up a small pop-up menu, choose the "properties" on the bottom, this will bring up a large pop-up box with tabs.
Choose the "local files" tab, and near the bottom, choose the "verify integrity of game files" button, this will automatically check the game files and the Steam client will download any missing and/or updated files and install.
After this process completes, you should be able to run your game again (fingers-crossed)
