Because its now the new standard. Everyone got it with the latest Steam update.
So better get used to it, the old design is gone forever.
Better buckle up, this is only the beginning. The whole Steam UI, Store and everything will be overhauled in the coming months, including stopping supporting Windows Vista/XP and everything below.
They worked on this for the last 2 years. My tip, as soon as a new update is available switch to the BETA brach to get used to it. I am using this new chat interface for a month now and it does not bother me anymore. And at least you have some kind of influence as long as its in the BETA and can suggest stuff in the BETA feedback forum.
Crying about it when the final version is introduced to everyone is too late.
