Not every scammer is smart.
The link in the user profile's main page is not a Steam Trade offer link, or even a steamcommunity link. One can guess what happens next.
So, to answer the original question : Yes, it is a scam copypasta. Report on sight via their profiles and do not engage in any way past that.
I will see if I can try to remember what was the way to bypass it to create a link without the small text near it

Most likely its bots that just post on random profiles or something, or collecting from groups and the like so it does not care if its a mod or someone else as even one bot been ban there tons more of them
