Steam keys are generaly 15 digits. There are some 20 and 17s around, but in general it's 15. You can see the eligible patterns in the key activation screen.
Whatever key you got, it is not for Steam.

If it's the PC version, it's probably a Rockstar Socialclub code. Only the Steam distriubted version requires Steam.
